NOTICE: The 2024 version of District Policy 8410 Sex-Based Discrimination and Harassment (Title IX) adopted August 1, 2024 is applicable in all district schools except Horizon High School, Northglenn High School, Rocky Mountain Elementary, Stellar Elementary, STEM Lab and Westlake Middle School. These six schools are not subject to the 2024 District Policy 8410 because of a Court Order issued by a federal District Court in Kansas.   

A July 2, 2024 Order issued by the Honorable John W. Broomes in case number 24-4041-JWB in the United States District Court for the District of Kansas prohibits the U.S. Department of Education from implementing or enforcing the 2024 Title IX regulations in Kansas, Utah, Wyoming, Alaska and in any schools attended by the members of three organizations who are parties to the lawsuit. Those organizations are Young America’s Foundation, Female Athletes United, and Moms for Liberty. According to documents filed in the lawsuit, members of those organizations, or their children, attend Horizon High School, Northglenn High School, Rocky Mountain Elementary, Stellar Elementary, STEM Lab and Westlake Middle School. Due to the federal Court Order from Kansas, the  2020 version of Title IX regulations will remain in effect in these six schools as reflected in the 2020 version of District Policy 8410 (last revised on February 13, 2023), listed as Exhibit A to the 2024 District Policy 8410 (adopted August 1, 2024). 

All students and staff in the Five Star District will remain protected from harassment and discrimination by Colorado law and by District Policy 8400 (Nondiscrimination), which prohibits discrimination on the basis of race, color, sex (including pregnancy, childbirth, and related medical conditions), age, religion, creed, national origin (including ethnicity), ancestry, genetic information (including family medical history), marital status, family composition, sexual orientation, transgender identity, gender identity, gender expression, or disability.


The District is committed to nondiscrimination in relation to race, color, sex (including pregnancy, childbirth, and related medical conditions), age, religion, creed, national origin (including ethnicity), ancestry, genetic information (including family medical history), marital status, family composition, sexual orientation, transgender identity, gender identity, gender expression, or disability (“Protected Classes”), in its educational programs or activities, operations, and employment applications and decisions. Harassment may be a form of discrimination. 

A report of discrimination or harassment may be made to any District employee, including the District’s Title IX/Nondiscrimination Coordinator or designated assistant principal in each school building. Reports may be made in person, in writing, over the phone, by email or via the District’s website. The District’s nondiscrimination policies, grievance procedures, and online complaint form are available on the District’s Nondiscrimination and Title IX web pages on the District’s website, www.adams12.org.

The District’s Title IX/Non-Discrimination Coordinator is responsible for coordinating, monitoring, and documenting District compliance with District Policies 4140 (Equal Employment Opportunity), 8400 (Nondiscrimination), and 8410 (Sex-Based Discrimination and Harassment). Inquiries about these policies may be referred to the District’s Title IX/Nondiscrimination Coordinator, the U.S. Department of Education’s Office for Civil Rights, or both.
